You need to first upload your inventory via a Product Feed into Google’s Merchant Center. It is the feed that truly powers your campaign, as it will tell Google what your products are, what categories they fall into and other key information such as price and availability which will identifying exactly which search terms should cause your ads to appear at the top of the search results. Your must first optimise your feed for Google Shopping, ensuring as much descriptive information is in there as possible, before then linking the merchant centre and your feed to your Adwords Campaign Manager and then creating a Shopping Campaign.
